While I've heard that Botnet (roBOT NETwork) "Herders" have often exchanged the services of their zombie army with other herders, apparently they also make a business out selling this service to hackers and spammers.  These new technological mercenaries are available to anyone with the right amount of cash and according to this article on CNET; the latest variants of the Storm worm are being delivered via this service.

"The owners of the Storm botnet, whose identities are as yet unknown, could be preparing to sell off the "services" of segments of the network, according to Joe Stewart, a researcher from managed security services company SecureWorks."
